LOCAL AREA PLAN
The project site is located within the boundaries of the Banff Trail Area Redevelopment Plan (ARP), a Local Area Plan approved in 1986. In 2013, the ARP was amended as a result of Council’s direction for City Administration to work with the Banff Trail Community Association and other local stakeholders to identify areas for modest intensification, consistent with the policies of The City’s overarching strategic policy documents—the Municipal Development Plan (MDP) and Calgary Transportation Plan (CTP), which identify the community of Banff Trail as a key location for new growth within the city.
SSCAP ACTIVITY CENTRES
The South Shaganappi Communities Area Plan (SSCAP)—a long-term planning document that provides the basis for implementing the goals and objectives of the MDP and CTP and guides the detailed planning policy of Local Area Plans including the Banff Trail ARP—was approved in 2011. The SSCAP outlines a future land use framework for a more compact urban form, directing a more significant portion of new housing and jobs within higher intensity, mixed-use areas, (referred to in the MDP as Activity Centres and Corridors) that are well connected to the Primary Transit Network.
CTP PRIMARY TRANSIT NETWORK
The project site is a short walking distance (±600m or a 10 minute walk) to the Banff Trail LRT Station—the backbone of the Primary Transit Network—and well connected to the MAX Orange Line (North Crosstown BRT), providing fast, reliable, connections to major city-wide destinations. The CTP identifies the Primary Transit Network as an organizing tool for land use planning, with community design emphasizing higher intensity, compact mixed-used development concentrated near transit stops and stations to encourage ridership and optimize public infrastructure.
BANFF TRAIL AREA REDEVELOPMENT PLAN
PROPOSED AREA REDEVELOPMENT PLAN (ARP) AMENDMENT
The project site is located along 24 AV NW within the Medium Density Low-Rise policy areas of the Banff Trail ARP. In order to facilitate the proposed development vision, which includes connecting people to local amenities, a supporting ARP amendment to allow local commercial/retail uses on the ground floor of buildings is also required.
